Cumberland man convicted again for sexual assault crimes

CUMBERLAND - A Cumberland man and former supervisor of the Cumberland Police Department's cadet program has been sentenced to life plus 20 years for child molestation of two young boys. It was his second time being convicted of sexual assault crimes.

Frank Andrade, 52, pleaded guilty Tuesday in Superior Court to 10 counts of first-degree molestation and one count of sexual assault, stated a news release from the attorney general.

The defendant, states the release, changed his plea from not guilty to guilty during the third day of jury trial, and when entering the guilty plea, he was sentenced to a total of life plus 20 years to serve, followed by 30 years of probation. He was ordered to have no contact with the victims, is subject to lifetime sex offender registration and community notification should he be released from prison and must undergo sex offender counseling.

A victim testified that on several occasions between Jan. 30, 1987, and Jan. 30, 1989, Andrade sexually molested the victim starting when the victim was a member of the cadet program at 11 years old.

The victim testified Andrade "exaggerated his employment" with the police department and "promised the young boy more responsibilities with the program, but forced the victim to perform sexual acts on him," states the release.

The second victim testified when Andrade changed his plea to guilty. The victim testified that he met the defendant in 2005, when the victim was in 6th grade. According to a release, the defendant "groomed the young boy, offering him and his friends alcohol, marijuana and access to recreational activities and video games." Shortly after, the defendant molested the youth multiple times.

Police started to investigate allegations against Andrade in June 2015 when one of the victims disclosed the molestation to a member of the Cumberland Police Department. Police then discovered another victim, and based on the investigation and information provided by the victims, Andrade was arrested.

In January 1994, Andrade was convicted of sexually molesting two other young boys, according to the release. Andrade was sentenced to 15 years with five years to serve and the remainder suspended with probation on one count of second-degree sexual assault, and on the same date he was sentenced to 15 years with five years to serve and the remainder suspended with probation, with the other sentence, on one count of first-degree sexual assault and one count of first-degree child molestation.
